In April 2014, City Council
adopted the
Home Energy Renovation Opportunity (HERO) Program, which is approved in over 200 cities in California and funds over 95% of all residential Property Assessed Clean Energy (PACE) projects nationwide. The HERO program enables residential property owners to install energy and water efficient improvements and renewable energy systems by having a special assessment put on their property tax bill. Payments are made through the county with the property taxes over time, and just like a mortgage, interest paid on the principal balance is tax deductible. Over 900,000 product models are eligible for HERO including: solar photovoltaic (PV) systems; space heating, ventilation and air conditioning (HVAC) systems; cool roof systems; energy efficient windows, skylights, and doors; solar thermal water heating; air sealing and weatherization; insulation; indoor energy efficient light fixtures; and water efficiency measures.
