In August 2015, the
Federal Emergency Management Agency unveiled preliminary flood insurance rate map panels and their flood insurance study report for review and comment. City staff, with input from Schaaf and Wheeler, reviewed the materials and provided comments to FEMA. In addition, the City mailed letters to affected homeowners notifying them of the changes to the Special Flood Hazard Area. Letters were sent to three different categories of residents: 1) those who will be added to the SFHA due to the boundary change; 2) those who will be added to the SFHA but may be able to file for a Letter of Map Amendment; and 3) those whose LOMAs will be superseded due to the boundary change.
After the 90-day appeal period and addressing all comments and appeals, FEMA will initiate final preparation of the revised flood insurance rate map panels and flood insurance study report. Staff expects the revised FIRM and FIS to become effective in February 2017.
