Environmental documents released for CSBio Phase 3 project

Posted on August 30, 2021 at 12:09 pm by Lisa Atwood

On Friday, August 27, the City released the Notice of Preparation (NOP) and Initial Study (IS) for the proposed project at 1075 O’Brien Drive and 20 Kelly Court. The NOP is part of the environmental review process and identifies that a focused environmental impact report (EIR) will be prepared for the proposed project.

This proposed project would demolish an existing single-story warehouse and office building at 1075 O’Brien Drive and portions of an existing research and development (R&D) building at 20 Kelly Court, and construct a new seven-story building, approximately 100,000 square feet of gross floor area (GFA) in size. The building would have a restaurant and outdoor seating on the ground floor, six levels of office and R&D uses, and a rooftop garden. A five-level parking structure would also be constructed adjacent to the portion of the building to remain at 20 Kelly Court. The proposal includes a request for an increase in height and FAR under the bonus level development allowance in exchange for community amenities and would require an amended and restated conditional development permit.

More information about the project, including staff reports and plan sets, is available on the city’s CSBio Phase 3 project page.

There will be an EIR scoping session and study session at the September 13, 2021, Planning Commission meeting. The meeting agenda and staff report will be available 72 hours in advance of the meeting.

A focused EIR will be prepared to study potential new or increased impacts in the following areas:

  • Air quality
  • Biological resources
  • Cultural and tribal resources
  • Greenhouse gas emissions
  • Noise
  • Population and housing
  • Transportation

The City is requesting comments on the scope and content of the focused EIR during the NOP comment period, Friday, August 27, 2021, through Monday, September 27, 2021.

Written comments must be submitted no later than 5 p.m., Monday, September 27, 2021, to the below contact information. Email correspondence is preferred due to ongoing COVID-19 pandemic.
