Hamilton Avenue Housing and Park

The Hamilton Avenue Housing and Park Project was developed by Clarum Corporation and included the development of 47 single-family residences and an approximately one-acre public park on 6.2 acres located on the northerly and northwesterly side of Hamilton Avenue between Henderson Avenue and Chilco Street (507 through 555 Hamilton Avenue). The residences are detached, two-story homes of 3 and 4 bedrooms located on small lots. Twenty of the 47 residences are Below Market Rate (BMR) housing units. The park is designed for passive use as a neighborhood park.

Current status

The project was reviewed and approved by the City Council in 2005. This review included consideration of an Environmental Impact Report (EIR). Construction is complete and the residences are occupied.

Required review

The proposal required approval of the following applications:
  1. General Plan Amendment to change the land use designation of approximately 1 acre from Medium Density Residential to Parks and Recreation;
  2. Rezoning from R-3 (Apartment) to R-3-X (Apartment - Conditional Development) and OSC (Open Space and Conservation);
  3. Conditional Development Permit to establish specific development regulations and review architectural designs for the development of the residences and park;
  4. Major subdivision to subdivide the property for the residential and park uses;
  5. Environmental Impact Report (EIR); and
  6. Disposition and Development Agreement for the sale and development of the property.
The Planning Commission, Housing Commission, Parks and Recreation Commission, and Las Pulgas Committee reviewed the proposal as recommending bodies. The final decision-making authority was with the City Council.
