Project Description:

This project is a traffic study to address neighborhood concerns related to cut-through traffic and speeding in the Willows neighborhood. New data will be collected as necessary, including traffic volumes and accident data. The study would analyze alternative solutions to the overarching goals and evaluate levels of neighborhood support for various alternatives. Funding for implementation is not included.

Current Activity:

The City Council voted not to proceed to the next phase of the Willows Area Traffic Study Plan of going to survey.

 

Past Activities:

June 2, 2011

On Tuesday, June 7, 2011, the City Council was presented with the results of the study. The staff report for the Council meeting is linked below. The Council is being asked whether to move the plan to the next step in the process, which is an official mailed survey of the neighborhood.

Based on the input received at the Transportation Commission, and subsequent to the Transportation Commission including input from East Palo Alto, the plan has been modified from the Refined Draft Alternative Plan. The modified plan is called the "Survey Plan" and includes the removal of the one way restriction on Woodland near Euclid. The "Survey Plan" is attached below

May 26, 2011

On Tuesday, June 7, 2011, the City Council will be presented with the results of the study including the final draft alternative plan that was presented in November 2010 at the last community meeting. Subsequent to the last community meeting comments have been received on the final draft plan. In an effort to address these comments a refined plan has been created. The refined plan removed two features from the final draft plan. These include the one way restriction on Woodland at Chaucer and the right turn restirction at Pope and Central.

On Wednesday, April 13, 2011, the Trasnportation Commission will be presented with the results of the study including the final draft alternative plan that was presented in November 2010 at the last community meeting. Subsequent to the last community meeting comments have been received on the final draft plan. In an effort to address these comments a refined plan has been created. The Transportation Commission would make a recommendation to the City Council whether to allow the plan to move to the next step in the process, which is an official survey.

November 16, 2010

The Willows Area Wide Traffic study third neighborhood meeting will be held as described below:

WHEN:  Thursday, November 18, 2010 at 7:00 pm

WHERE:   German American International School, 275 Elliott Drive, Menlo Park, CA 94025

WHAT:  The third community meeting for the Willows Area-Wide Traffic Study. Based on comments and input received on the three alternative neighborhood traffic management plans, the final draft alternative plan will be presented to the community. The community will be given the opportunity to comment and provide their feedback on this plan.

The final draft alternative plan is attached to the left side of this webpage with a supplemental memo describing the plan.

June 9, 2010

Update (June 11, 2010): A photo of the ranking activity board from the second meeting has been added to the left side of the webpage. The ranking exercise was not intended as a vote on the specific alternatives, but a gauge of the general level of features that the residents are interested in pursuing from more modest Level I (striping, etc.) to the greater number of physical features in Level III (speed humps, etc.).

The presentation from the second neighborhood meeting held on June 3, 2010 is attached to the left side of the webpage. The presentation describes the process to date and provides three levels of alternatives to help resolve traffic issues described by residents in the neighborhood. At the meeting residents reviewed the alternative plans in small groups and provided comments and feedback. The residents also provided individual input at the end of the meeting by ranking their preference (1st, 2nd and 3rd choice) of the three plans. The plans vary from more modest striping and signing changes in Level I to a greater number of physical features (such as speed humps) in Level III.

The City would welcome any comments that you have on the plans presented in the presentation. Please provide all comments to Rene Baile at 650-330-6770 or email at transportation@menlopark.org. Please provide any comments by June 30, 2010.

The City will evaluate all the comments and continued analysis of the field data collected to develop a draft plan that may include elements from each of the alternative plans or other suggestions based on the comments. The draft plan will be presented at the third neighborhood meeting tentatively scheduled for early September

The Willows Area Wide Traffic study second neighborhood meeting was held as described below:

WHEN:  Thursday, June 3, 2010 at 7:00 pm

WHERE:    Burgess Recreation Center Ball Room, 701 Laurel Street

WHAT:  The second of three community meetings for the Willows Area-Wide Study.  Based on comments and input received from the first community meeting and from the “Meeting in a Box”, three alternative neighborhood traffic management plans will be presented to the community. The community will, then, be given the opportunity to comment and provide their feedback on these plans.

February 1, 2010

Update (March 25, 2010): The deadline for completing the "Meeting in a Box" is April 2, 2010. Please see below for details.

As part of the City of Menlo Park’s community outreach process for the Willows Area-Wide Traffic Study, the City is inviting residents to participate in the “Meeting in a Box”. The "Meeting in a Box" provides an opportunity to further the outreach process by allowing residents to hold their own meetings at their home. The goal of the “Meeting in a Box” is to provide a consistent set of materials that residents can review, discuss, and subsequently, provide feedback to the City for consideration in the Willows Area Wide Traffic Study. The "Meeting in a Box" is just an extension of the first public meeting and another way to provide input in to the process. The feedback that the City will receive from this “Meeting in a Box” will help the City to further identify the traffic concerns in the Willows neighborhood, especially from those residents unable to attend the first public meeting.

November 13, 2009

The first neighborhood meeting presentation has been updated with one slide per page for easier reading and printing. The Open House boards have received a small addition to the Cut-Through traffic slide to be consistent with the presentation. Also, photos of the speed and volume threshold boards showing the dots that residents added regarding the preference for the study have been added to the left side of the webpage

November 10, 2009

The first neighborhood meeting was held on November 5, 2009 and was well attended. The data collected as part of the study including speed, traffic volume, cut-through, and survey information was presented. The consultant and City staff answered questions from residents and gathered feedback on the study. The second portion of the meeting included an open house with large boards displaying the information presented. Also, the residents were asked to provide feedback on the thresholds for speed and traffic volumes as part of the study. The residents were asked to place a dot on a line graph indicating their preference for these thresholds. The presentation and open house boards are attached on the left side of this webpage.

The survey is linked at the top of this page. Please fill out the survey to help focus the project. This webpage will provide information about the project and information related to scheduling of future meetings to involve residents in the project.

December 4, 2008

The City Council will consider approval of a revised draft of the Willows Area-Wide Traffic Study Request For Proposal (RFP) on December 9, 2008. The City Council staff report and revised RFP are attached on the left side of the webpage.

November 6, 2008

The City Council considered the Willows Area-Wide Traffic Study Request For Proposal (RFP) on October 28, 2008 and provided comments. The Council also requested that the Transportation Commission consider the document and then bring it back to Council for final approval. The Transportation Commission will consider the RFP at their November 12, 2008 meeting scheduled for 7:00 pm in the City Council Chambers. The Transportation Commission transmittal memo and revised RFP are attached on the left side of the webpage.

October 28, 2008

A link to the Staff Report to Council for the Request for Proposal (RFP) has been added to the left side of the webpage. The item is schedule to be heard by Council on October 28, 2008.

October 14, 2008

The Draft Request for Proposal (RFP) has been prepared and is available for download on the left side of this webpage. The City Council has requested to agendize the RFP before it is finalized to allow the community and Council to provide input.

The RFP will be used as a guideline to solicit proposals from consultants to perform the tasks listed in the RFP. An extensive community engagement process is outlined in the RFP to allow ample input from the public and stakeholders during the phases of the study.

The draft RFP is tentatively scheduled to be considered and potentially approved by the City Council on October 28th at their regularly scheduled meeting. Please feel free to provide comments/changes/suggestions via e-mail or phone prior to the meeting or you can provide input during the public comment portion of the Council meeting. Please provide comments via e-mail to transportation@menlopark.org or via phone to Randy Craig at 650-330-6770.

Once the RFP is approved it will be sent to consultants to solicit proposals on the project. After a consultant is selected and approved by Council, the project would begin in January of 2009.

September 25, 2008

The Request for Proposal (RFP) is being prepared to solicit proposals from consultants to work on the project. The RFP will include the requirements of the project that the consultants will need to meet. The City Council has requested to agendize the RFP before it is finalized to allow the community and Council to provide input. The RFP will be posted on this webpage as it becomes available.
