Project Description:

The Stanford University Medical Center Facilities Renewal and Replacement Project (SUMC Project) is a project in the City of Palo Alto and involves demolition, replacement, and expansion of existing medical facilities at the SUMC Sites, which are comprised of the 56-acre Main SUMC and 9.9 acre Hoover Pavilion Site. The SUMC Project will involve the demolition of existing Stanford Hospital and Clinics, construction of new hospital buildings, renovation and expansion of the Lucile Packard Children's Hospital, reconstruction of the School of Medicine facilities, and construction of a new medical office building near Hoover Pavilion to meet seismic standards and to address capacity issues, changing patient needs and modernization requirements. This renovation and expansion project, which will be constructed over a 15-year horizon, will result in a net increase of approximately 1.3 million square feet of hospital, clinic, and office spaces.

The SUMC Sites are within an area that is generally bounded to the north by San Francisquito Creek, to the east by El Camino Real, and to the south and west by unincorporated Santa Clara County (containing Stanford University lands).

Current Activities:

The City of Palo Alto released the Final Environmental Impact Report (EIR) for the SUMC project on February 17, 2011. As the lead agency the City of Palo Alto must certify the Final EIR before action can be taken on the SUMC. City of Menlo Park submitted comments on the Draft EIR to City of Palo Alto on July 27, 2010. The Final EIR included the City of Palo Alto's responses to City of Menlo Park's comments. City of Palo Alto certified the FEIR on June 6, 2011.

Past Activities:

The City of Palo Alto, through its environmental consulting firm, prepared an Environmental Impact Report (EIR) for the SUMC Project. The Draft EIR was published on May 20, 2010, commencing an extended public review period that will conclude on July 27, 2010. City of Menlo Park staff prepared a letter to the City of Palo Alto providing comments on the draft EIR for the SUMC Project. Council approved a letter to the City of Palo Alto providing comments on the Final EIR on April 5, 2011.

Next Steps:

The hospitals expect to begin utility improvements and related work on July 2011. Construction of the new facilities will take about 6 years.
