Municipal Water District
Water rates consist of three (3) components:
1. A fixed monthly charge based on meter size;
2. A capital surcharge per hundred cubic feet, ccf; and
3. A consumption based on metered water use.
The City purchases all of its water from the San Francisco Public Utilities Commission (SFPUC), whose main source is the Hetch Hetchy reservoir in the Sierra Nevada. As part of their Water System Improvement Program (WSIP), SFPUC is planning, designing, and constructing multiple improvement projects to increase the safety and reliability of their water supply system. In order to finance these benefits, SFPUC has increased their wholesale water costs more than 60% between 2005-06 to 2009-10, and they currently project doubling them from 2010-11 to 2014-15.
As required per California Constitution Article XIIID (known as Proposition 218), on March 30, 2010 the City mailed notices to approximately 3,600 property owners. The notice shows the maximum proposed rates to be adopted over the five year period, how a property owner can submit a written protest, information on the May 18, 2010 City Council public hearing, and information on an upcoming April 21 community meeting. The notice also includes a pass through provision should SFPUC increase wholesale rates beyond that projected or if the City is required to pay for new water management charges, or other regulatory or environmental charge to SFPUC.
On May 18, 2010, the City Council adopted to phase in a series of rate increases for it's water district customers over the next five years. New water rates will become effective July 1st of each year starting July 1, 2010 and annually thereafter through July 1, 2014.
