Water-Efficient Landscaping

Water-Efficient Landscape Ordinance

The Water Efficient Landscaping Ordinance applies to all new and rehabilitated landscapes exceeding 2,500 square feet associated with projects requiring the following types City review and approval:

1.

Subdivision improvements

2. Grading and drainage improvements including all storm water treatment and detention measures

3.

New construction subject to a building permit

4. All building additions or modifications that require grading and drainage plan approval

5.

New water service

How to Comply in Four Steps:

Step One: Hire a certified/licensed professional to complete and submit the required documentation

The property owner can hire any one of the following professionals to complete and submit the required documentation:

  • Certified irrigation designer
  • Certified landscape irrigation auditor
  • Licensed landscape architect
  • Licensed landscape contractor
  • Licensed professional engineer
  • Other person authorized by the State of California to design a landscape or an irrigation system

Step Two: Decide which option to comply with- Water Budget Method or Turf Limitation

The Water Efficient Landscape Ordinance provides two options to demonstrate landscape water efficiency:

1.

Water Budget Calculation Option: Using this method allows additional flexibility as long as the applicant does not exceed their allowable water budget that is measured in gallons. If using this option, a certified/licensed professional must submit either the interactive water budget form or a water budget form. Calculations must demonstrate that the landscape stays within a maximum applied water allowance.

2. Turf Area Limitation Option: Total turf area must be 25% or less of the landscape area or 500 square feet or less (residential projects only). Please note that in order to use the turf area limitation option, at least 80% of the plants in non-turf landscape areas are required to be native plants, low-water using plants, or no-water using plants.

Step Three: Submit documentation from certified/licensed professional to obtain development permit

Before Construction Submit:

1.

Landscape Application/Outdoor Water Use Efficiency Checklist

2. If applicable, a Water Budget Form or Interactive Water Budget Form

3.

Landscape and Irrigation Design Plans

A non-refundable processing fee of $250 will be collected either at the time of Planning or Building Permit Application, whichever is applied for first.

Step Four: After construction submit a Landscape Audit Report from a certified/licensed professional
